Project Goonie is a government project, the goal of which is the creation of genetically modified superhuman soldiers via biomolecular enhancement.

It us unknown who initiated the "Goonie" Project. The project in general is a process of genetically modifying human beings and increasing their physical capabilities to beyond human potential.
"Goonie" Soldiers are often seen in the employment of big-time criminals, such as Tony Versidas.

- Artificially Enhanced Physiology: The Goonie serum is a drug cocktail designed to do for soldiers what performance enhancing drugs did for Russia's Olympic athletes, and then some. The serum increases strength and fast-twitch muscle response while dulling pain receptors in the brain. It is supposed to save lives, to keep soldiers, awake, alert, and able to fight, even after grievous injury. The composition of the serum is so complex that Jason Kade has only been able to identify anabolic steroids and testosterone derivatives.
- Enhanced Strength: Goonie soldiers have their adrenergic system pushed for strength and the biochemical treatments reduce mitophagy and increase mitochondrial efficiency at the same time, giving their muscle cells greater potential than normal humans. They will often use this strength as a major part of their innate ability to fight, as it is sufficient enough to send other humans flying with swift blows, and even ragdoll their opponents.
- Enhanced Durability: Goonie soldiers' muscle density is elevated to at least 120 pounds per cubic foot, almost the same density as common concrete. Soldiers can take bullets without flinching, although a grenade has been able to subdue them.
- Enhanced Speed: Goonie soldiers' enhanced physical strength allow them to exert great force in their movements in order to achieve a level of superhuman speed.
