Joaquin Dallas is a long-time member of the Neo Arcadia Police Department, who helped the Arcadian Rebels attempt to foil Torment's schemes.

Dallas worked his way up the ranks of the police until he became Captain.

Biography[]

Joaquin Dallas was born on January 15, 1975, to an unknown young couple. A few years after high school, Joaquin met his soon to be wife Audrey Reynolds. Joaquin proposed to her in the year after and just a few months later they had their wedding. Two years later, Audrey gave birth to their son, Nolan Reynolds.

Joining the Force[]

A year later, Joaquin took a 30-week long training course to join the Neo Arcadia Police Department. On his first week on the force, he met his partner, Detective Liam Cohen.

The Torment Case[]

Being present during numerous attacks, the Torment schemes was when Joaquin decided to step up and do something knowing that the rest of the force wouldn't. During Torments threat to blow up Maxside Prison, Joaquin allied himself with the Arcadian Rebels, specifically Almanac, Reverie, Flag, and newcomer Vigorous to evacuate as many prisoners as possible.

Allying with the Rebels[]

Following the aftermath of this event, Joaquin informed the Rebels that if they were to need him, he'd always be welcome to join them in whatever grand scale mission that was to come.

The Death of Vigorous[]

Joaquin contacted the Rebels about possibly finding Torment's residence. Unable to believe this, Almanac and Reverie went to Joaquin leaving paralyzed Vigorous to be their eyes in the skies through comms.

Once Almanac and Reverie arrived, the three of them entered the house. They found a few interesting things, though what surprised Joaquin the most were that Torment had three large statues sitting in the corner of the small house. Getting a closer look, Joaquin noticed that the statues had engravings that revealed the true identities of nearly all of the superheroes around the world including the Arcadian Rebels themselves, the Essentials, and the Outcasts. Putting this aside, Joaquin received an unnerving photo of Vince began hauled into a truck by Torment. Joaquin and the Rebels then bolted back to where Vince was, Jason's house.

Arriving there, they found the entire house was trashed. While searching, Joaquin and Leah found that on the search bar of Jason's laptop, Vince left a message saying he was being sent to the rooftop of the Puffle Hotel. With this news, the three of them darted to the Puffle Hotel and when they arrived, they saw Vince being dangled by Torment off the roof. Jason attempted to save Vince, though was too late as Torment threw Vince off the building falling to his death.

Believing there was still time, Leah took Vince to Saint Kenway's Hospital leaving Joaquin and Jason in an attempt to end Torment which they failed to do. Entering Saint Kenway, they saw Leah in a state of shock as Nurse Elena Hall announced to them that Vince was already dead when Leah brought him in.

Message to Neo Arcadia[]

Saddened over Vince's death, Joaquin brought together as many people as he could as well as Jason and Leah in a small press event. He gave a speech about the numerous people that were lost to Torment.

Torment's Defeat[]

Several weeks passed, and the Rebels officially decided the best way to defeat Torment was to kill him once and for all. Hesitant, Joaquin believed otherwise.

Going to the location Torment sent them, they found a large television sitting on a rooftop. Confused, Joaquin climbed up to the roof and the Rebels did the same. Reaching the rooftop, they turned on the television and a live video of Torment began playing.

Throughout the entire video, Joaquin was able to guesstimate where Torment exactly was. Without the Rebels knowing, Joaquin fled to the hidden lake. Upon arrival, Joaquin saw Torment already on his knees exclaiming that he gives up. Muddled, Joaquin approached Torment and cuffed him. Once the Rebels arrive, they took him to his cell, officially ending his reign of terror.

Penalizing[]

The Rebels would be met with somewhat of a new threat. A man sending messages around the city in an attempt to ruin the Rebels' reputation. Even though this wasn't Joaquin's problem, he attempted to aid.

Becoming a Vigilante[]

Joaquin would continue to watch as the city grew darker. Feeling as if the Rebels weren't helping anymore, Joaquin decided to dawn a dark gray jacket, a ski mask, goggles, and set out in an attempt to help the city.

Trust Broken[]

Joaquin was visited by the Almanac in his office. Almanac informed Joaquin about the recent events regarding the Rebels' reputation. Joaquin, being a witness to most of the Rebels' missions and failures, started to understand why the city started to dislike the Rebels. After a small argument, Joaquin demanded Almanac to leave. With no questions asked, he did as he was told.

Restoration[]

Joaquin later had renewed faith in the vigilantes and became their ally once more, until he was promoted to Captain and began to work on other matters.
